Biography
Tchigirinski is a Russian oligarch who became a billionaire in the oil and real estate development businesses. He owned the Villa Maria Irina in Cap Martin, one of the world's most expensive houses. The $250 million clifftop retreat near Monaco may be sold to pay off the oligarch's mounting debt. Tchigirinski started as antiques dealer in the 1980s. In 1987, he immigrated from the USSR and worked in Spain and West Germany. He moved into trading real estate. Considered to be linked with Heifitz Valeriy Borisovich (born 1939), a criminal leader who was indicted several times for smuggling, theft and fraud. He has a brother Alexander Pavlovich (born Jan 01, 1963). Both brothers are active in real estate, oil and the petroleum products business.

In 2000, he was director in Westec Development Limited. He was one of the partners in ST Group AG (Switzerland). From Feb 2008, he was director in Rublevo Business-Park. Alexander's partner in ST Group is Igor Nesterenko. Alexander was also involved in Snegiri (www.snegiri.com). From 2000 ST Group controlled Orlovskie Metalls aluminium plant in Orel region of Russia. Alexander Tchigirinski was on the board of the plant. He also was in the board of the bank Slavyanski Credit.
Karl-HainzSchtock ST Group was founded in Germany at the end of the 80s and was a joint project with Karl-Haintz Shtock ST Handels GmbH. Because of good relations with Moscow city government, they built more than 20 development in Moscow untill 2003 including Baltchuk Plaza business center, Alexander House business center, MDM Bank office, Park-House elite apartments and others.
LeviLevaev Since 2005 Alexander Tchigirinski partner has been Levi Levaev (Africa Israel). Together they created the project Di Fronte de la Casa multifunctional business, trade and apartment complex in Moscow.
AlexanderRogatchev Alexander Rogatchev was a former general and deputy head of the Federal Agency of Governmental Communications and Information. The special service later became a part of FSB -- the replacement to the KGB. Rogatchev was also the husband of Orel region governor Yegor Stroev, who was the head of the Russian Senate. Rogatchev served on the board of Orlovskie Metals plant with Alexander Tchigirinski. Rogatchev was murdered in a contract killing in 2009.

One of the competing companies (Monab) went to the court to argue the results of the tender but as of now, ST Development still has the contract.
Russian Land Ltd- SELECT -In 2007 transferred all the development projects to Russian Land Ltd. (Jersey Island).
STT Group- SELECT -STT-Group, controlled by Tchigirinski. The development companies projects include the Russia Tower in Moscow City business center and the Yugra complex in Khanty-Mansiysk.
OAO Moskovskaya developerskaya Kompania - SELECT -Tchigirinski owns 50 % in OAO Moscow Development Company whose main projects include the Moscow-City business center, and 20 trade centers for Germany based Real Holding.
